Selectmen’s Meeting Minutes
Thursday – May 6, 2004 – 5:49 pm

Present: Selectmen:  Chairman, William Brooks; Selectman, George Rainier
Meeting called to order at 5:45 pm

Appointments:
6:45 – Robert Vincent – To discuss the method used for depreciating vehicles when registering them.   Town Clerk, Mrs. Kendall was also present .
Mr. Vincent indicated that the millage calculation was incorrect; Mr. Vincent stated Dunbarton, where his vehicle was previously registered, had calculated the registrations to being $395.00 & $75. 00.  Mr Vincent stated that Mrs. Kendall charged 75.00 more than what Dunbarton had told them it should be, he believes it is because the millage was not calculated properly.  Mrs. Kendall stated she did not know what was originally brought in; Mrs. Kendall reviewed everything, she did agree there was some discrepancy.  Mr. Vincent stated he would like to have the copy adjusted to avoid the continuation of the error in the future.  
Mr. Vincent will be refunded $75.00, Mrs. Kendall will correct the millage and send the correction to the State.

7:00 – Window Master Representative, David Voorhis – Mr. Voorhis discussed his proposal on the window replacements for the Town Office –
Mr. Voorhis presented the Selectmen with samples of what he would provide for the town. He further explained what is involved with the restoration of the windows.
Revive weights and pulleys, install spring loaded balances, window sashes will be repaired, removable, tilt in windows will be replaced, weather stripping on horizontal rails, siliconed, glass insulated glass.  Basically the window is totally modernized, with antiquity preserved. The repair to each of the windows is approximately ½ hour/window, windows needing repair will be billed separately.  The screens would be new, cost of removing storms is included.  The only difference between the new windows vs. old windows will be reflection of the glass, they do not vynal coat outside of windows, wood windows last longer as long as they are maintained.
Mr. Voorhis provided recommendations from the following town halls… Peterborough, Windham, Holderness, Twin Mts., as well as Mariposa Museum and the Unitarian Church in Peterborough.

4-5 windows is a day’s work – 8-10 windows is two days – cost is minimal to increase the number of windows
In the event we want to go forward, they are currently scheduling for late August.
Selectmen will discuss the windows and be in touch with Mr. Voorhis within a week or so.  Selectmen thanked Mr. Voorhis for his presentation.

On – going matters:
1.      Downtown Project –  
·       Punchlist with Mr. Lou DeGrandpre, VanDyke Construction –
Selectman Rainier, Mr. DeGrandpre & Swanzy Office, District Manager DOT, Mr. Willocky; on May 5 & 6, 2004, all present addressed items on the punchlist for the road project.  The punchlist for town matters will be done in one week, most likely the week of May 10th. However, it depends on the curbing company.  The following items Mr. DeGrandpre agrees will be addressed by VanDyke
Replace dead shrubs on the common
Sinkhole by commons
Temporary pole removed
Check grades on the catch basin on Forest Rd. & Francestown Rd. to assure it was done properly
Stablize the island at Delays by adding loam to it.  
Switch signs
Re-loam along sidewalks (Rake and remove stones as well);
The puddle at the fire station entrance will be addressed
Light fixture bases will be provided, a letter from Sternberg will be sent to the Selectmen, indicating all the Town will need to do is contact them prior to installation and they will match bolt pattern then.
Remove siltation fence by Greenfield Auto
Digout and repave bad sections at Waterhouse property, this fall after it is cured they will reseal the entire driveway.

They continue to negotiate liquidated damages.
Selectman Rainier discussed that the Historical Society will be doing something with their entrance, if done in compliance to what the DOT recommends it should eliminate the puddle at the entrance of their driveway.
·       Wastewater policy –  Draft copy provided – no action taken at this time
·       Wastewater project – No update at this time
2.      Town Management Assessment – No action – will be removed from the agenda on a weekly basis
3.      Recycling Bay – A new foundation plan, outlining a four-foot frost wall to be installed was provided this week.  The cost of this is unknown as of this time.  This will allow for all lumber to be off the ground. The door which is on the west side may be moved to the south side of the building, it is uncertain at this time.  Mr. Fox will have to discuss this with Mr. Pelkey.   It will be the same size door.  New materials will be used rather than reusing what was there.
Other Business:
1.  Minutes -  Selectmen did not accept the minutes of April 29, 2004 Selectmen’s Meeting as written, there were some grammatical changes to be made to the minutes.

·       Appointment for Dario Carrera was appointed to the Planning Board – he has resigned from the Conservation Commission
4.      Mail –
·       Reviewed application from Shepard Auto for a motorcycle inspection station.  It was not signed at this point, Selectmen want to research the application first.
·       NHDHR acknowledgement of grant application
·       Received FEMA funds ($5,875.30) for ice storm in December
·       Received $24,557.94 reimbursement from DES for Brownsfield Clean-up
·       Letter from Attorney Teague

·       NH Bureau of Emergency management conducting training on Debris Management
·       Reviewed letter from Linda Kennedy, Equalization Bureau reviewing the Towns sales-assessment ratio.
5.      MS-5 – John Lyford, Mason & Rich was here this week to begin the compilation of the MS-5, review the books and help with the early stages of the implementation of GASB34 – Discussed Asset Management Software $278.00.  The office can order the asset management software when they feel they need to.  
6.      Old Lyndeborough Mtn. Road – Update from Selectman Brooks – Selectmen reviewed photos of what has been done on Old Lyndeborough Mountain Rd.  – Selectman Brooks spoke with Mr. Hennessey on Monday May 3th, Selectman Brooks suggested to Mr. Hennessey contact the office and make an appointment to speak with Selectmen about this matter on May 13th.   The sides of the road have been significantly disturbed, culverts have been installed and water flow has been redirected.  A slide presentation was reviewed of what has been done on the Road.
7.      Flag Pole – Selectmen reviewed the options.  Selectmen voted to order a 30’ flag pole as well as a 5 x 8 polyester flag.  The order will be placed through Carrot Top Industries Inc. The Highway Department will install the pole when it arrives.  
8.      Yellow Ribbons - Mrs. Lee Leblanc asked if she could place yellow ribbons on the light posts in town in honor of our veterans at war, they would be adhered with a wire twisty.  Selectmen discussed this, they would like to see a sample before making any decision. Mrs. Leblanc will bring one in for a sample, Selectmen will let her know what they think of this after they see the ribbons.
Selectmen’s Advisory Committee Meeting - Tom Weldon updated the Selectmen as to the meeting which was held at the SAU on Wednesday, May 5, 2004.   There was another Selectmen’s Advisory meeting – 7 out of the 9 towns were represented.  The meetings will be planned for the first Wed. of every month. The next meeting is scheduled for Wednesday, June 2nd.    The Selectmen are asked to bring to the next meeting three priority desires…(i.e. cooperative insurance, cooperative fuel oil, tax reduction, salary & benefit packages for town employees vs. school employees etc.)  Deb will get that info for Mr. Weldon for June 2nd…Discussion followed - How can we get our voices heard in Concord, what our needs are and what would be helpful to our district.  We are unique in that there are only a few cooperative districts in the State.   The School Board is looking for feedback from Selectmen directly – Mr. Weldon discussed teacher contracts, rising health care costs etc. This appears to be a very pro-active, enthusiastic committee it is hopeful positive steps will be taken.

9.      Oak Park - John Hopkins discussed Oak Park –
·       Wash well - John answered questions regarding the wash well.  It was indicated that the pump needed to be heated and was not.  John has ordered the parts to repair the pump, he stated he will do the repairs. Drawings of wells and water lines need to be provided…John indicated Mike Borden and Jarvis Adams did the work, they would have a good idea what is located where.
·       Artesian Well - The possibility of installing an artesian well was discussed.  John said past research indicated that an artesian can not be installed because of all the sand in the area.
·       New Building – The new building was discussed – the electrical costs will be a little higher than budgeted due to the need for underground wiring. The additional expense could be anywhere from $500-$1000.00…
With no further business, the Selectmen adjourned the meeting at 8:00 PM.  The next scheduled Selectmen’s Meeting is Thursday – May 13, 2004 at 5:45 PM.
